EVER since kids start their science class, one common question they have
been asking is – Why water doesn’t burn? Teachers and parents have been
putting them off by inventing their own explanations.

ANALYSIS
India where wealth accumulates, and men decay Gobind Thukral Farmers in Punjab and
Haryana ought to be very angry. They have been thoroughly cheated by a
government that swears all the time by their welfare. A government led

Signals
THE Indian people would like this
coalition government lead by the Congress to perform on the promised
lines and last its full term. They would also wish the parliament not to
be held hostage all the time to noisy, ridiculous levels. One wonders
at the sense of political maturity and time of our ruling class. The
Congress and its chosen Prime Minister Dr Manmohan Singh would risk the
survival of the government on Indo It sees the agreement as the sole
arbiter of the Indian economic and political survival and a ticket to
become one of the super powers. So no risk is small for the UPA
government. More

Crisis Deepens
in Pakistan Swaraj Singh After the attack by the
Pakistani army on the Red Mosque, Pakistan’s crisis continues to deepen
further. There is a growing confrontation between the liberals and the
conservatives. The army has kept its hold on the power for the last
sixty years. It has not allowed the democratically elected governments
to hold onto the power for any length of time. Mr. Bhutto, who
became very popular, was hanged and his daughter, Benazir Bhutto, and
another popular Prime Minister, Nawaz Sharif, were exiled from the
country. The democratically elected governments and the popular Prime
Ministers were unable to face the army. More
Punjab Finances: Lost in the Wilderness Gobind Thukral Every time a new
government takes seat in Punjab, an exercise begins to know what it has in its
treasury and how to spend these. With this a blame game starts. The ruling
party or a coalition begins blaming the previous government for the all ills
including financial ones. But soon some wisdom dawns and then the exercise
beings how to augment the resources and the finance minister is asked to scratch
and scout for more money. More

Violence Against Journalists in South Asia Gobind Thukral Dangerous and difficult –
two words sum up much of the daily reality for journalists and media workers in
South Asia. Take any country, India, Pakistan, Afghanistan, Sri Lanka and Nepal,
the picture that emerges is that journalism is a calling that is becoming
dangerous every passing day. even in countries like Bhutan and Maldives, the
journalists have suffered at the hands of both state and non state actors.

HISTORY
Negotiations on
Punjab–1947 Ishtiaq Ahmed THE Punjab
governors, Sir Bertrand Glancy (from April 7, 1940 to April 7, 1946) and Sir
Evan Jenkins (April 8, 1946 to August 14, 1947) had been warning
repeatedly that if India was partitioned, the partition of Punjab would
become impossible to prevent. But attempts to keep it united continued
almost to the very end. Sir Khizr Hayat Tiwana proposed that the Punjab
could choose to remain undivided and seek direct dominion status within
the British Commonwealth as an independent unit. More
Punjab Holocaust
of 1947 Ishtiaq Ahmed Intelligence about
private armies and sale and movement of arms and ammunition had been
collected by the Punjab administration since a long time, and the fact
that a very large population in Punjab had served in the army should
have left no doubt that a bloodbath would occur if proper arrangements
were not made to prevent it. The Sikhs could always use their kirpans as
daggers. They were also better organised for the final showdown.
Governor Jenkins requested at least four divisions of troops under
British command to supervise the partition, but the British government
replied curtly that no such divisions existed.

Full Floating Indian Currency Vinod Anand
THE Government of India has long been seriously considering for a full
floating Indian currency. The rationale for this move as mentioned by
the Prime Minister is that ‘India’s position, internally an externally,
has become far more comfortable in the last two decades.’ Ever since
there was a paradigm shift towards the reforms process in the year 1991,
the rupee has become fully convertible on current account (just for
trade purposes), but the Reserve Bank of India (RBI) has been following
a cautious approach towards full float of the Indian currency. More

Abuses Grow as Protests Increase THE
Bangladesh government must respect international human rights standards as it
enforces a curfew and seeks to police demonstrations, Human Rights Watch has
demanded. It reiterated that anyone detained under the emergency
regulations must be charged with a cognizable criminal offense or released, and
that anyone mistreated in detention should be able to seek and obtain an
effective remedy before competent authorities. More

Sovereignty of the Indian Parliament and Treaty Obligations Joginder Singh Toor THE
United Progressive Alliance government is facing myriad serious questions;
touching the sovereignty of the India, the constitutionality of its power to

Parliament. Take the current hotly debated issue of a nuclear agreement with the
United States; India has no specific law about treaties and their specific prior
